IBJ Seeks China Training Director
Job Description
In recognition of the Universal Declaration of Human Rights, International Bridges to Justice is a non-profit, non-governmental organization dedicated to ensuring the basic legal rights of ordinary citizens throughout the world. Specifically, IBJ works to guarantee all citizens the right to competent legal representation, the right to be protected from cruel and unusual punishment, and the right to a fair trial. To this end, IBJ significantly supports and enhances criminal defender and governmental legal aid efforts to protect citizen rights and to implement existing criminal laws through providing training partnerships, legal and administrative structural support, and material assistance.
IBJ’s China Training Director, under direction from IBJ’s Training Director in Geneva, will be responsible for leading the development of all IBJ training materials targeting its China programs (both directly and through managing a network of IBJ supporters) and ensuring the quality of all training materials and training programs in China. The IBJ China Training Director will be based at the IBJ China Office in Beijing. The IBJ China Training Director will report to IBJ China Program Director based in China and Training Director based in Geneva.
Detailed Work Activities:
The China Training Director will:
• Develop and implement China’s overall training strategy and core training methodology in consultation with IBJ’s Training Director;
• Develop and oversee measurements and monitoring and evaluation of IBJ’s country- program legal programs and training initiatives in China in an effort to ensure accountability and to track continuous improvement;
• Develop China’s annual training plan and budget in consultation with IBJ’s Training Director and Operations Director;
• Develop and implement IBJ’s China training strategy in consultation with IBJ’s Training Director and China Program Director;
• Assist IBJ’s Training Director in developing standards, policies, and procedures with respect to training, implement, monitor and evaluation IBJ’s overall training programs and any associated accreditation initiatives;
• Develop and direct China’s eLearning platform through IBJ’s Legal Training Resource Centre or other sites, including the development of eLearning curricula and modules;
• Direct and create the preparation of materials for training needs assessments and assist in the use of these materials to design localized training programs;
• Provide ongoing legal support and legal mentoring to IBJ Country Fellows and other IBJ-affiliated lawyers in China to ensure the following:
o quality legal representation by IBJ legal fellows and lawyers collaborating/volunteering with IBJ at the country level;
o their leadership development;
• Gather volunteer resources and form “communities of support,” through the development of comprehensive international partnerships, especially using China resources and support networks for training, eLearning, and accreditation, including managing communities of legal practitioners willing to help develop training materials and lead training events;
• Develop training materials and deliver training sessions directly in China;
• Make training materials available to the public defender/legal aid community in China using a wide variety of mechanisms, including publishing on IBJ’s website, dissemination through IBJ’s Partners and developing eLearning tools; and
• Perform such other duties as may be required.
The following is required:
• Criminal defense attorney with substantial practice experience, including trial experience;
• Familiarity with China’s criminal justice system, as well as the current political and cultural context;
• Demonstrated commitment to criminal defense and the rule of law;
• Training experience, including the delivery of training, knowledge of the development of training plans and objectives, teaching materials, including on-line and eLearning development and delivery, small-group facilitation and adult-learning principles;
• Experience in “training of trainers” methodology and leadership among trainers;
• Fluency in English; excellent writing skills.
The following knowledge is desired:
• Demonstrated initiative and ability to adapt program in real time to meet needs;
• Knowledge of group behavior and dynamics and societal trends and influences;
• Experience in software or technology used to develop web-based training materials.
• Proficiency in both written and spoken Mandarin Chinese;
